VF-14 announces Change
of Command!

Cmdr. Luke R. Parent
passes command of Fighter Squadron Fourteen to Cmdr. Ted Carter
at 1 p.m. on Friday, Nov. 6 during a formal ceremony in Hangar 23.
Parent first joined the Tophatters in April 1996,
completing a North Atlantic deployment and a full set of work-ups as VF-14's executive
officer. He assumed command of VF-14 during its highly successful '97 deployment to the
Mediterranean, Arabian Sea and the Persian Gulf. The squadron reached several milestones
under Parent's leadership; the Tophatters are winners of the 1997
Battle Efficiency and Admiral Joseph C. Clifton Awards,
as well as Commander in Chief, U. S. Atlantic Fleet's Arleigh
Burke Fleet Trophy and Fighter Wing Atlantic's Golden
Wrench award. Parent leaves the Tophatters as a finely honed fighter squadron ready to
face any challenge. He takes charge of the Strike Module at Dam Neck's Tactical Training
Group Atlantic.
Assuming command of VF-14, Carter came to the
squadron in July '97 from Fighter Wing Pacific, where he served as chief of staff.
Carter's career experience includes a tour in Phantoms with VF-161, graduation from the
Navy Fighter Weapons School and an instructor tour with VF-124. He saw Desert Shield
aboard USS Independence with VF-21 and remained aboard to serve as operations officer of
CVW-5. Carter then spent two years at the U.S. Central Command where he served as the
Tomahawk Cruise Missile planner and executive assistant to the Deputy Commander in Chief.
Joining Carter to lead the Tophatters of VF-14
through their remaining work-up cycle and their spring Mediterranean deployment is Cmdr. Samuel Richardson. He comes to the Tophatters from the Joint Staff,
where he was an action officer working current plans for the Central Command Theater of
Operations.
